Delay and needing to reclick are different things. Eating food delays when you can next hit your opponent, potions do not. However, whenever you eat/pot/equip/remove/walk, you will have to click your target again. These actions interrupt the attacking. The only case where you don't have to reclick to attack is when you have auto retaliate on, but even then you arent going to attack back until you have been hit. For reference, people pk on osrs with auto retaliate off. This allows players to time their hits to exactly when they want.
