DCing creates GE offers that didn't exist when you DCed (not sure if it only follows Connor's dupe or with everything)

Building a Quest Hall / Skill Hall that leads upstairs only gives you the option to build more Skill Halls / Quest halls only, It Should allow you to build more variety of rooms, Not just those.

you have to build one of these two rooms above the staircase or you wouldn't have a staircase back down

Ah, so you're saying you tried to build a second upstairs room, above a currently existing skill/quest hall (which has a downward staircase) but it only showed the options for skill or quest hall.

There may be some technical difficulties to fix this one though.

Also, nevermind about the DCing. It's just anytime you log out.
