Double vote point events & additions to the vote store

I have added 2 new items to the vote store, both of them cosmetics with no stats or benefits, other than making you look either cool or goofy!

> Black halloween mask: looks the same like the red, green or blue halloween mask, except it's black Costs 700 vote points as well as 1 green, 1 blue and 1 red hween mask.

> Partyhat & specs: look like the wise old man! Costs 1500 vote points, 1 rainbow partyhat and a pair of gnome goggles (which you can obtain during the Correcting History quest - you can always talk to the gnome after the quest to get a new pair if you lost or spent it)

More items, such as quickly degrading weapons and/or equipment, temp curses and temporary XP/point boosters will also be added to the vote store later on, but that won't be for until after we have completed our client source upgrade.



Furthermore, as of now, the first 3 days of every month, there will be a double vote point event! That's right - during these 3 days, you'll get the double amount of vote point you'd normally get. Which means during that time you also have a chance at winning 1000 vote points instead of 500!

Curious cuz of gnome goggles, as those who can't do quests (like skillers) can't obtain them, so they couldn't get the partyhat and specs.

To make it more special and to avoid blue party hats becoming far more expensive than the other colors. It's unlikely this will be changed.
