Is that all custom tentacles with all custom capes, or only custom tentacles with a matching cape?

Only a matching one - you can wear a combination of different custom whip/tentacle and custom comp cape as long as they don't have the same enchantment. I've changed the update info to clarify this, thanks for pointing it out.
