and keep the exp rate on kebbits as it was before, hunter is the hardest training skill lowering the rates will make it even harder.

Same concept, yes. But it would take weeks or even longer to get it working.
It took me a few hours to do the proper item restrictions for the oldschool wilderness - simply all items beyond a certain Item ID aren't allowed.
For F2P wilderness, I'd have to go over every single item in existence (about 16,000 of them) and check for each if they would be allowed in the F2P wilderness or not. Now that would take me a while
That being said, there is a chance for an F2P wilderness to be added, but it certainly won't be anytime soon.
