First you need to get a clean harralander and use it on a vial of water to create

Purchase a fishing rod and about 30 fishing baits. Use the blamish oil on the fishing rod to create an oily fishing rod. You are now ready to go.
You can fish for lava eels in the Taverly dungeon.
The taverly dungeon is located west of Falador, to be exact here:
The X represents the location where you will be after teleporting to falador,
using the 'cities' teleport in your spellbook.
Once you enter, if you have a high enough level in agility, squeeze through the pipe and walk towards the lava you see,
you can fish the lava eels there.
If you do not have a high enough level in agilty, walk all the way through taverly dungeon, past dwarfs, lesser demons and blue dragons.
You should then reach lava, like I said before. Fish the eels there.

Level 1 - Shrimp ~ 300 EXP(catch 75 to Level 35 or 125 to Level 40.)
You need a Small fishing net to catch these.
Level 35 - Tuna ~ 2,400 EXP(catch 7 to Level 40, 29 to Level 49 or 33 to Level 50.)
You need a Harpoon to catch these. If you have Level 50 Fishing you will no longer be able to catch these.
Level 40 - Lobster ~ 2,700 EXP(catch 21 to Level 49, 24 to Level 50 or 110 to Level 62.)
You need a Lobster pot to catch these.
Level 49 - Bass ~ 3,600 EXP(catch 3 to Level 50 or 68 to Level 62.)
You need a Small fishing net to catch these(the right-click option says "Bait", don't get confused).
Level 50 - Swordfish ~ 3,000 EXP
You need a Harpoon to catch these. You will no longer be able to catch Tuna at Level 50.
Level 62 - Monkfish ~ 6,000 EXP(catch 168 to Level 76, 310 to Level 81, 1,031 to Level 92, 1,144 to Level 93 or 2,117 to Level 99.)
You need a Small fishing net to catch these. These yield the quickest experience.
Level 76 - Shark ~ 7,500 EXP(catch 115 to Level 81 or 782 to Level 93.)
You need a Harpoon to catch these.
Level 81 - Manta ray ~ 9,000 EXP(catch 481 to Level 92, 556 to Level 93 or 1,205 to Level 99.)
You need a Small fishing net to catch these.
Level 92 - Lava eel ~ 11,400 EXP
You need an Oily fishing rod & Fishing bait to catch these.
Level 93 - Rocktail ~ 11,400 EXP(catch 675 to Level 99.)

The best methods to 2B experience...
I did 5 test runs for each of these methods to see how fast/slow they really are.
It's not 100% accurate, but I'd like to think it's relatively close.
Keep in mind that the EXP rates are if you are fishing 100% of the time(cook/bank time not taken into consideration).
1. Monkfish ~ 6,000 EXP
Catch 331,161(254,740 with brawlers) to 2B experience. Approximately 8,666.66(11,266.66 with brawlers) EXP/second.
You need a Small fishing net to catch these. These yield the quickest experience but are junk.
Or, if you'd like to make a little profit...
2. Manta ray ~ 9,000 EXP
Catch 220,774(169,827 with brawlers) to 2B experience. Approximately 4,500(5,850 with brawlers) EXP/second.
You need a Small fishing net to catch these.
Or, if you're premium and would like to make more profit...
3. Rocktail ~ 11,400 EXP
Catch 174,296(134,074 with brawlers) to 2B experience. Approximately 4,276.07(5,557.99 with brawlers) EXP/second.
You need Premium status, a Fishing rod & Living minerals to catch these. These are the slowest/most profit.
As you can see Monkfish are the quickest by far. Also, you don't have to bank, making them 2-3x faster than the others.
