Yes, when getting PkHonor Points while skilling or killing NPC's, you have a 10% chance at getting 2 or 10 points respectively instead of 1 or 5. As I said, the effect applies to all forms of PkPoint/Pc point/Morph ring/CW ticket/Slayer point gains.
