I assume the automatic donation process will have checks to prevent people donating, winning billions, transferring all but the original donation to an alternate account, and then issuing a chargeback?

Yes, it will.

Also, anyone who receives a refund or issues a chargeback will be automatically blocked by the game from making any future donations to us.
