Yell channel: what shouldn't be allowed?

There's always been quite some controversy around the yell channel and it doesn't seem like that will be changing anytime soon.
Nonetheless, I would like to hold an open conversation with both the community and staff team on what exactly should not be allowed on yell, as well as what the punishments for each offense should be.
Some have even suggested removing the ability to yell for donators and premium members, and although it sounds extreme, it's a possibility that we're willing to consider if all else fails, but that's mostly up to the community.
What I think shouldn't be allowed:
-> Obviously, everything that isn't allowed in public chat (racism, insults, baiting, luring, general disrespect, spam)
-> Clan chat advertisement for a clan other than your own
-> Saying 'gf' after someone gets yellmuted
-> Personal conversations
My suggestion for the punishments:
-> Racism: permanent yellmute along with a permanent mute (the mute can be appealed, the yellmute cannot be appealed)
-> Insults/disrespect: permanent yellmute (can be appealed)
-> Baiting/luring/minor disrespectful comment: 7 days temporary yellmute
-> Spam/cc advertisement/saying 'gf' after a mute/personal conversations: 1 day temporary yellmute
I would also suggest some sort of 'meter' that keeps track of how many temporary yellmutes you've already received, so repeat offenders receive proper punishments. For example, if someone has been tempmuted for 7 days and gets tempmuted for 7 days again at a later point, he gets 7 + 7 = 14 days tempmute the second time. If someone's mute would exceed 20 days, it automatically gets turned into a permanent mute. The meter would however slowly degrade over time.
I would also like to introduce a similar system for normal tempmutes, but that's for another discussion thread.

I agree with the offenses that you suggested that should be muted for.
But damn Mike those are some long punishments.
Oh and I don't think that yell should be staff only.

baiting shouldn't really be punishable unless it's taken to the extreme and your punishments seems way too strict.

Mike's solution would be harsh, but right. You can't bow to donating players, when it's a matter of player security and
the desirable playing environment. Everyone wants to feel safe, we can't go and say that "we donate, this is not right".
When the yell channel isn't evolving, the community will continue devolving.
First and foremost, PkHonor isn't just a gaming server, it is also the place for actual human beings to come and enjoy.
No one should take that enjoyment away, for that is no one's right.

The prem/ donors are the only people that care about this server; banning them from yell would make a lot more people quit. Then this server can finally turn to dust

As I've stated, it's a last ditch effort if all else fails and I'm hoping it'll never come to that (it probably won't).
As for punishments being strict - I believe it's the best way to get people to behave properly. And to be honest, being taken your yell rights away for one day is hardly worth getting mad about.
"Oh no, now I can't tell everyone to come duel me for a day. I'm quitting this server."
I don't really think so to be honest.
Plus, most people don't have anything to fear - at least 95% of all players know how to use yell properly. It's those 5% who consistently abuse it that need to be scared of harsh punishments. But to be honest, they kind of got it coming.
Then again, the punishments are certainly up for debate, and I'll be sure to put up an official poll on the severity of the punishments later on. First I'd like some input from the community though.

Isn't that the problem? You think only players with statuses care, oh no. EVERYONE cares about this server.
Maybe not everyone put money into this game, but they all still care. For they skill, they do combat, they buy/sell things in-game.
Which counts for one's PROGRESS, so of course they care too, don't they? What I am saying is, that people put always some sort
of effort and that means they care.
I care deeply, yet I am not even playing in-game at the moment. I know a lot about disturbances and that's because I have been
the disturbing part, on more than one occasion unfortunately. I have been banned for quite a while now, but I'll never stop caring.
PkHonor gives something to everyone playing it, the odd ones like me think of this as the Paradise.

Mike I think if the punishments get this strict players will simply move to another server. Maybe instead of 7 day mutes you should go with 3 or 4.

If it gets to the point where I can't say 'Hey' over yell, because it's deemed a 'personal conversation', you've gone too far.
Personally, if people get a 7-day mute for flaming over yell, then good. If you're talking serious shit, you shouldn't be able to talk. It isn't complicated. However, you may end up with people flaming in PM instead, if anything yell-based will be an extremely high punishment. People tend to make mistakes too, so a 7-day mute may prevent future offenses. I still think a 7-day mute for a minor incident is too much though, and a lesser punishment would suffice. If it doesn't, then further action should be taken.
Also, the goal of this should NOT be to make people afraid of using yell for anything, but to make them realise that they should not be yelling those things in the first place. If the only way to do that is to give harsh punishments, then the problem won't go away. You should be coupling this with ways to promote positive interactiveness with the community, so the likelihood of negativity is reduced, not just the likelihood of it being in yell.
Don't leave people bitter about how Pkhonor handles this kind of stuff, but thankful of it.

But effort etc isn't what keeps the server running; it's money. And when people realise that they will get less for their money, they'll pay to become a donor/whatever on another server. I used to enjoy pkh too until edge wild became people camping in vesta at level 80, or people could two hit you with the hand cannon. This game is catered for those who pay, and taking their privileges away would only result in the dismay of the main user base.
