Lower the occurence on bolt effects?

Enchanted bolt special effects appear to happen quite often, much to the frustration of some players (and the joy of others, of course). I would like to lower the occurence of a special effect happening on an enchanted bolt, though not that much.
Let me know what you think

It's not the occurrence that's bad, it's the accuracy of the Rune Crossbow.
Some users worked their asses off getting a chaotic cross bow, when a rune cross bow is almost as effective, yet they're 39 levels of difference to be able to wear them?

I sold Chaotic Cbow because it had less accuracy than Rune c'bow.

Must be a flaw in our ranged attack bonus. This should be fixed with the new combat system but I can't release it yet because the ranged and melee special attack are still way off.

Have you altered the range specs on the test server?

No, only the accuracy on mage, melee and ranged. Haven't started on specials yet, but I'll do the ranged ones first because there's only a few of them. Then I can release the changes to ranged while finishing my work on melee specs.
Quite a load of work ahead :/

Perhaps we should test the difference between the test server and the real one....
Bolt effects do occur quite often, more so with a rune cbow.
