Could you make it that lvl 3s with less than 30 mins timeplayed can also not acess the wilderness?

Make new account, scout freely as level 3 being invincible.

When you say pk area do u mean a certain area in the wild? because if it is over the entire wild then i feel like it would not be a good idea due to many instances where pkers are cleared by honors.
