The way he is speaking, is that penguins will spawn at 8am, 8:10am, 8:20am, so each penguin has a rotating cycle of 30 minutes for another spawn. making it so at 8:30, the first penguin spawns again.
literally making it so there's a penguin EVERY 10 minutes. this should be more than enough to start with and adjust as needed. as for everyone getting a reward? it would add too many minor items in game at too rapid of a speed. so yes i can agree with 1st person obtaining a reward because of how fast these penguins respawn, it becomes a racing game with the largest reward yielding elite caskets.
I feel to go any further into how these penguins spawn/respawn/rewards rates... should be determined after they are implemented to see if an update is required to meet the player demand of this D&D.
as for other potential rewards? yes, you should get some sort of point system leading upto a penguin suit or something that players are wanting.
lastly... mike, i do believe these are the penguin npc-id's
