I understand the need for instanced risky barrows, but that's not a simple task. I may consider not to do it if it's too much work, but I'll look into it.

What makes Risky barrows more difficult then other bosses?

On the topic of personal boss rooms for wildy wyrm, etc you could make it so that when ironman finish the correcting history quest they get access to it, cuz tbh those quest rewards are really shit.

I assume the difficulty comes from the fact that Barrows exists on the same map as the rest of the cities and such, like Lumbridge, and is not a separately populated space like the GWD. Since it exists on a separate map you can simply make a duplicate copy of that room, whereas you would need to copy the entirety of the world for Risky Barrows.

That may be wrong, but it's something to consider. Also the fact that risky barrows is a custom minigame, so he'd have to dig through the coding for it, and specify new spawns and everything for a new version of it located elsewhere. Not simply as easy.

I'm sure if Mike can do it, he will.

You can already visit tons of heights as an Honor. GWD actually also exists on the same height as everything else, it's just not obvious because it's so far away. You can prove this to be true simply by travelling on an Honor using ::x/y min/plus commands.
