Tbh I think it comes down to the following mentality: The main charm of PkH is that it seeks to rival with or improve on what RS is. Both OSRS and pre-eoc RS.

It isn't perfect or as huge in terms of content or playerbase. But compared to many RSPS (and private servers of any game), it's a huge difference. These servers try to offer excessively boiled down versions of what RS has to offer and only reinforce the inherent "bad" game design of RS. Usually their playerbase is young or addicted to gambling which the server facilitates (or even both young & addicted)

A great example (I'm sure there's WAY more) is how slayer is handled. Here we have a pretty complex system and lots of monsters to kill and perks to unlock. It's not as big or hard as RS, but it has plenty to do and also has some nice QoL that RS doesn't have. Slayer isn't boiled down here, it's been simplified into a much more... "Digestible" format for players who cba spending 4000 hours on OSRS (usually with moneymaking pressure to sustain bonds) or shelling out thousands of dollars to buy an account.
A lot of other servers handle slayer differently, from only offering a few monsters (usually bosses), no/boring perks and 1 slayer master, to drastically boiling down the experience and just having monsters drop slayer XP lamps or even spawn a line of non-wandering slayer NPCs (This boils slayer down to nearly being like woodcutting lol, and it's done on many "custom servers")

Dunno, had this pop into my mind while seeing this thread again.
