Is the helpcenter gonna be local/private to each person (like a helpcenter for each player individually or a public thing)?

Public thing, mate.
The idea is that more knowledgeable, experienced players can skill and help and give advice to newer players at the same time, so that the experienced players don't feel like they're wasting their time.

Yeah that's exactly the thing i was thinking of, because if it was a private/local thing, it would be pointless... just another spot to do skills.
