Perhaps introduce a general 'offense meter' that measures the amount of punishments someone got, and reduce their droprates, xp rates and pkpoint rates depending on that meter? I don't know, just a wild thought. It would definitely motivate people not to get punished though.
Maybe have an offense meter that lasts throughout your ip that if you get punished once in lets say a week nothing happens but if you get punished 2-3 times it makes it so you cannot yell for 2.5-5 minutes and if you get 4 strikes you can't yell on your ip for a week.

I don't think baiting should be against the rules.. I agree with the racism punishment, but the others seem a bit too harsh. I also think we should be able to have personal conversations over yell.... If someone doesn't want to see it they can just ignore or turn off yell. Pms don't always work because you may have 3+ people in one conversation, and people can't always be in the same clan. Flaming shouldn't be a week long mute in my opinion... I really don't think pkhonor would benefit from extremely long punishments like that. Also I personally think removing the yell channel would be a terrible idea, as that is the only reason I got premium, all the other benefits are meh. I'd rather see a server that wasn't so strict, but I guess that wont happen.

When it comes to the punishments I don't really care about few hours or days mute
Although I think light flaming\baiting should be warned first then if they continue a mute etc.
With most punishments except for Racism, ddos threats, hack server threats etcetc.
My main concern are people getting Banned\Ipbanned for their behavior.(bad apples)
Just Ipmute\perm mute them instead of getting rid of them :)

Edit: Just read your suggested Punishment WOAHHHh :O very strict there mike

I don't think yell should be removed, it is almost constantly in use and only a few people abuse it now and then.

Whether the punishments are long, short or harsh that doesn't bother me, I think personal conversations should be left out of yell, there is cc's and pms and ::private for a reason, you don't have to spam yell with what you did over the weekend. As long as people can still say 'hi' or 'congrats' when someone reaches 2b exp or something along those lines, they shouldn't be punished.

I also don't think prem/donors should be able to spam threads over yell unless it's advertisement for a clan and you are the clan owner.

Don't leave people bitter about how Pkhonor handles this kind of stuff, but thankful of it.
I'm all for positive changes - I personally believe there should be incentive to do the right thing, rather than punishment for doing the wrong thing. The only question is: how?

That is, once again, a punishment. It doesn't give people a real incentive. Yes, it would decrease the chances of them breaking rules, but it wouldn't encourage people to not just break the rules, but to do good and spread a better attitude throughout PKH, because they WANT to. If people are genuinely positive, it would be far better than if they're just angry and bitching in private; the latter does not nothing but improve appearance.

It should not be "I can't break a rule or I get punished", but quite simply "I don't want to break a rule". It's a mentality that not many people have, as it's the Internet and every other person is a keyboard warrior. I can't think of any ways to really improve upon that.

With the way that the systems are going, you're going to be putting such big restrictions on what people can and can't do that they're going to get muted, and just NOT play for the 7 days. Not to mention that it's sort of late in my opinion to try and do what you're doing. You're going to make all of these rules and then have people applying up the ass because they're "Moderator" type.

The lack of a public figure while you were absent, like Hamade, really messed up the community. Not to mention the lack of a professional staff team. Staff that shut their privates off, aren't accessible when truly needed, staff that don't answer help requests, those that only help when they want too. The staff teams needs a wiping and re-do.

You serious?

After people have been complaining about how over the top mutes have gotten, you want to make them harsher?

The fuck?

All I can think after reading the original post is...
Spoiler: show
:allthethings: :allthethings: :allthethings: Remove all the players :allthethings: :allthethings: :allthethings:

If you haven't noticed yet, your players don't want to come to a concentration camp.

Now that I've read the entire thread, and seen nothing is final.....

Personal conversations, it doesn't really hurt anyone, does it? Why should it be illegal?

Saying 'gf' after someone gets yellmuted, should result in the same punishment, annoying as hell, and pisses off the muted party.

Clan chat advertisement for a clan other than your own, so long as every yell isn't an advertisement, like two years ago, then it's fine, so long as it's one yell per clan every five minutes.

racism, permanent unappealable yell mute, it is not needed, ever.

baiting, honestly needs a sub category, saying gf after you killed someone isn't a bait, yet you all consider it one.

luring, if anyone attempts a lure on yell they should be permanently yell muted, also unappealable.

general disrespect, Give an example please? Right now it would fit under other categories.

spam, needs to be well defined, right now moderators get mad at you for buying/selling...

insults, needs to be defined before I can give my opinion, right now I'd consider it baiting.

Because they've invested money into the server, whereas others can simply switch to a different servers.
