Yup. We've only had one prior Armadyl GWD event with goals and back then the community managed 4,867,472 damage, which equates around 19,088 kills.

Our average player count during that week was 137.1.
Our average player count during the past 7 days was 217.4.
So yeah, it shouldn't be too hard to reach that gold tier.

What you're saying is true but you're leaving out one important thing: ironman instances. Yes, the 2 public/shared Kree'arra's will not be getting killed much faster during peak times (though they probably will during the low point of the day). But in addition to those 2 you also had 10-15 of them being killed constantly, hidden away in ironman instances (albeit at a slower rate since there's only 1 player killing each one). Now you might have 20-25 additional bosses being killed in those instances at any given time. So while the numbers don't scale linearly with the player counts they do not have a ceiling based solely on the respawn rates of the 2 main bosses.
EDIT: Let me give you the numbers from the last event:
Total kills: 19,986 (more than expected based on the damage... perhaps there are some forms of damage which aren't counted, like poison or DFS spec or whatever)
Regular player kills: 10,890 (54.5%)
Ironman kills: 9,096 (45.5%)
Our current player counts are 1.586x higher than they were back then.
Let's assume that the regular players will not manage any more kills than they did back then due to being limited by the respawn rate (though they probably will). Irons don't have this limitation so we can assume they will be able to kill 1.586x as many as they did the last time.
Which would mean: 10,890 regular kills + 14,426 ironman kills = 25,316 kills total (and the gold tier goal is 21,500)
All of this is just to illustrate that the bosses being killed in ironman instances make up a significant portion of the grand total. Since they are so hidden away it would be easy to assume that 90% of the action is taking place in the main rooms but that's really not the case.
All in all I'm confident the gold goal will be reached with relative ease.
