The spec I believe only gives an extra 1% drop chance on top of the regular 15% that the fortune provides.
what I'm wondering is if you wear a fort while you open the chest does it increase your drop rate

I assume that it should, since if you switch to fortune just before a monster is killed, the drop gets rolled with the fortune bonus. Then again there's so many exceptions/myths around fortune that it might turn out to not work on ToB chests (and other things that work similarly). I know they don't work for clues.
