The XP rate decrease is not just to counteract the effect of the presets, it's also to compensate for higher wilderness XP rates and the introduction of effigies. As for construction, I don't think we would change those XP rates, since they mostly rely on obtaining the resources - rather than doing a whole lot of clicking - which hasn't changed in this update.
If anything, we might want to think of other good alternatives to train construction than the currently used strategy of "use oak planks until you can make gilded benches, then make gilded benches until 99/200M/2B XP".

Herblore is a different story, especially when we're going to introduce the unfinished potion maker, so that might deserve a rather reasonable XP rate nerf. Crafting and fletching might be nerfed a slight bit, but probably not *that* much. Like maybe 10%. Nothing has really been decided yet.

Looks like a great update.

On a side note the ::Bank feature doesn't work for an honor at Gwd boss room which is correct however ::copybank does work and so honors are able to bank inside the Gwd Rooms, is this how it's meant to be or just a slight overlook in coding?

Overlook in coding.
If you disable the bank command what actually gives you acces to a bank you shouldn't be able to get acces to it in any other way (that's why the bank command got disabled in the first place :p )
