The XP rate decrease is not just to counteract the effect of the presets, it's also to compensate for higher wilderness XP rates and the introduction of effigies. Maybe 5% max. But if you're going to do 10 hours of construction just having a preset won't save a whole hour and a half.
If anything, we might want to think of other good alternatives to train construction than the currently used strategy of "use oak planks until you can make gilded benches, then make gilded benches until 99/200M/2B XP".
Herblore is a different story, especially when we're going to introduce the unfinished potion maker, so that might deserve a rather reasonable XP rate nerf. Crafting and fletching might be nerfed a slight bit, but probably not *that* much. Like maybe 10%. Nothing has really been decided yet.
