You shouldn't be able to attack someone that is under you when you are frozen whatsoever.
This exactly... In RS you have NEVER been able to attack someone under you if you're frozen. It's one of the most common bridding techniques in old school to freeze, walk under the player, and keep walking back and forth to hit them without getting hit back.

Ye i freeze people that pj my foght and stand under them to reattack the guy i was originally fighting

Yeah if you are standing under someone who is frozen, they shouldn't be able to attack you. Also good for escaping a pker. (freeze, stand under, and log)

Fair enough, I assumed you should be able to considering the bug report. I guess it was just the 'not walking to the next space' that had to be fixed, but at least that should be in order now.
I'll revert the change in the next update, thanks for letting me know about it.
