As Ain said, it's not a new spot. The guide didn't misled you, your reading misled you
It says the arrow is white if you tele to green dragons. You didn't follow all steps

When I was a helper many people always asked me. They would start walking from where they were until they reached the spot... People asked me to make a guide so I did. Apparently people use it, but for me it's just common sense but that's with many guides I guess.

It is a useful guide! Sure "follow the big blaring arrow" is kind of obvious, and at first it was actually my favorite kind of scroll xD but after you do quite a few of them this is pretty nice to be able to refer to!
