Since this is actually one of the most frequently asked question, and I wasn't able to find a guide on it; I decided to create a guide myself.
In this guide I will explain the usage of the ::setlevel, ::pure and the ::resetdef commands. I'm aware of the fact that the commands are explained in the downloadable client, but some players don't have access to that client; so why not make a guide for the players that don't have it.
Also, next time when someone asks your help regarding resetting levels, feel free to tell them to type;

With the ::setlevel command you are able to set your level to any value between 1-99 in 20 different skills. Though, there is a cost:
When lowering your level (for example; 99 attack to 70 attack) the cost will be exactly 100,000,000 coins(100m).
When raising your level (for example; 1 prayer to 99 prayer) the cost will be exactly 2,147,000,000 coins (2147m).
Keep in mind you CANNOT raise your Hunter, Construction and Summoning level.
The ::setlevel command is used as following:

The ::pure command are usually used at the start of a new account. The ::pure command is able to set a few of your combat stats to 99. You're able to use the ::pure command on 3 different skills, so use them wisely .

Due to high request of resetting your defense level, Mike decided to add on the ::resetdef command, which will reset your defense level to 1.
The first time when used, it is totally free. Though, after that it will cost 5,000,000 gp every time used.
When using the ::resetdef command, not only will it set your defense level to 1; it will also instantly use the command ::lockdef, which will make it so you cannot earn any experience in the defense skill. You can un-do this by using the ::unlockdef command, which will make it possible again to earn defence experience.
